What Is Community Integration and Habilitation (CIH)?

The Community Integration and Habilitation (CIH) Waiver is an Indiana Medicaid program designed for individuals with intellectual or developmental disabilities who require substantial, long-term support. It provides a comprehensive range of services, including residential habilitation, behavioral support, and structured family caregiving, enabling individuals to live safely and independently in community settings.

Eligibility Criteria for the CIH Waiver

To qualify for the CIH Waiver, an individual must:

  1. Diagnosis Requirements:

    • Have a documented intellectual or developmental disability (e.g., autism, epilepsy, cerebral palsy) diagnosed before the age of 22.
  2. Functional Limitations:

    Exhibit substantial functional limitations in at least three of the following six major life areas:

    • Self-care
    • Receptive and expressive language
    • Learning
    • Mobility
    • Self-direction
    • Capacity for independent living
  3. Level of Care:

    • Meet the Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID) level of care requirements.
  4. Medicaid Eligibility:

    • Be eligible for Medicaid, with income not exceeding 300% of the maximum Supplemental Security Income (SSI) amount.
    • For individuals under 18, parental income is disregarded.
  5. Priority Criteria:

    Meet at least one of the following priority criteria:

    • Transitioning from a nursing facility, an extensive support needs facility, or a state-operated facility.
    • No longer requiring active treatment in a supervised group living setting.
    • Transitioning from 100% state-funded services.
    • Aging out of services provided by the Department of Education or the Department of Child Services.
    • Death of a primary caregiver with no other caregiver available.
    • The primary caregiver is over the age of 80 with no other caregiver available.
    • Evidence of abuse or neglect in the current placement.
    • Extraordinary health and safety risk as reviewed and approved by the Division Director.
